A number of problems are endangering the European idea: the complexity of European problem solving; tight national regulations, the low efficacy of the parliamentary level as well as the poor involvement of local and regional levels in European affairs. However, simultaneously  the initiative ‘Pulse of Europe’ impressively demonstrates that publicly visible involvement of citizens can spark a lively debate on the future of Europe that could spread among many different European cities.

Against this backdrop, the Öffnet externen Link in neuem Fenster‘A Soul for Europe’ conference with the title ‘Who is assuming responsibility for Europe? How citizens, cities and parliaments have to cooperate for the future of Europe’ is scheduled for the 10th and 11th of November 2017 at Öffnet externen Link in neuem FensterRadialsystem V. The conference aims to shift focus on the constitutive role of citizens and urban communities and to connect this base for European development with other levels of responsibility.
